The Start Menu is a central location where you can access all of the programs and utilities installed on your Windows computer. The Start Menu also provides links to your most frequently used programs and folders as well as access to the administrative tools such as the control panel.
It is essentially a list of destinations to help navigate around the machine, All Programs, Documents, Run, Help (or in newer versions, Help and Support). You can also shut down or restart your machine from this menu.
